44th Annual IABTI ITC

May 19, 2016

We are excited to share Emerging Threat Response: Explosive Entry and lED Defeat Operations at the IABTI ITC in Halifax, NS. This two hour session (120 minutes) will provide an examination and discussion of explosive applications to provide performance advantages, improve preparedness, and mitigate risk while conducting explosive entry and IED defeat operations under adverse conditions during complex time sensitive scenarios.

As bomb technicians are called upon to meet ever evolving threats the associated technical skill sets and operational logic must also adapt with fluidity. Law enforcement personnel are required to respond to challenges with unknown variables while their actions are examined under historically unprecedented levels of public scrutiny and liability. More than ever bomb technicians are called upon to leverage their knowledge of explosives in support of breaching operations which may be performed under adverse conditions. Operational readiness, accurate threat perception, risk analysis, and increased technical comprehension are critical in developing and maintaining explosive entry and IED defeat capabilities. During this session, various methods to advance these capabilities while addressing common misconceptions will be examined to include: explosive charge performance and deployment enhancement, explosive breaching hazards and mitigation, general and precise disrupt considerations, and response time improvement. These practices may also serve to increase operator professional indemnification and avoid reproach while conducting both explosive breaching operations and render safe procedures. Specific attention will be given to explosive entry attack points, target failure mechanics and corresponding explosive energy requirements, required shock pulse profiles, and rapid deployment of both explosive breaching and render safe techniques while responding to complex time sensitive emergency scenarios.
